For EU/EEA citizens, moving to Austria is no big deal. They do not need a visa to enter the country, nor do they need a residence or work permit to live, seek or take up employment in Austria. Please note that for citizens of the new EU states Romania and Bulgaria, certain restrictions are in place until March 2013.
However, all EU/EEA citizens intending to remain in Austria for more than three months need to apply for permanent residency at their nearest Office of Residence, i.e. the state governor (Landeshauptmann) or an administrative district authority (Bezirksverwaltungsbehörde). In order to receive a registration certificate, they have to prove that they are financially independent and able to support themselves.
