File advcntr2.dll is part of the software package Ahead Nero Burning ROM. This software is used for writing and copying optical media such as CDs and DVDs.
Oftentimes this file gets accidentally deleted from the system when user installs trial version of Nero and (optionally) uninstalls it later when the trial period is over. This condition causes an error that prevents Nero from running.
Suggested fix is to uninstall all versions of Nero from your system and then reinstall only the version you intend to keep.
